U.S. Senators Sheehy, Hagerty, Tuberville Introduce No Tax Dollars for Terrorists Act

U.S. SENATE – U.S. Senators Tim Sheehy, Bill Hagerty (R – Tenn.), and Tommy Tuberville (R – Ala.) today introduced the “No Tax Dollars for Terrorists Act” to keep American taxpayer dollars out of the hands of the Taliban. The bill makes clear that it is the policy of the United States to oppose financial or material support to the Taliban by foreign governments and non-government organizations (NGOs). It also requires the State Department to develop and implement a strategy to oppose foreign countries from providing support to the Taliban.

“In the wake of Biden’s disastrous Afghanistan withdrawal, American taxpayers were footing the bill to fund the Taliban – that must end. As a former Navy SEAL who fought the Taliban in our nation’s longest war, I’m proud to lead the charge to ensure not a penny more goes to funding these terrorists. America First means putting the interests of our people first, and preventing the flow of taxpayer money to the Taliban is the epitome of America First common sense,” said Senator Sheehy.  

“Ever since Joe Biden handed Afghanistan to the Taliban, foreign nations, international agencies, and non-governmental organizations receiving U.S. foreign assistance have been the source for billions of dollars in revenue for the Taliban. Hard-earned U.S. taxpayer dollars should not go directly or indirectly to the Taliban. I’m pleased to support this legislation that requires the development and implementation of a strategy to combat financial and material support to the Taliban,” said Senator Hagerty.

“Under Joe Biden, terrorists around the globe have been given way too much breathing room, making our world a more dangerous place. I’m excited to see a return to the ‘Peace through Strength’ agenda under President Trump, and proud to join this commonsense legislation to ensure American taxpayer dollars never fund terrorism again,” said Senator Tuberville.

Background:
The “No Tax Dollars for Terrorists Act” requires the State Department and United States Agency for International Development (USAID) to provide a detailed report on all cash assistance programs in Afghanistan, implementing partners, methods of payment, where currency exchanges occur, and State Department oversight mechanisms that prevent the Taliban from accessing these cash assistance programs.

Similarly, the bill requires a detailed report on the Afghan Fund and the Taliban-controlled Afghan central bank.

Since 2021, the United Nations has flown more than $2.9 billion in cash to Afghanistan to stabilize the economy. The State Department has insisted that no U.S. taxpayer funds have been received by the Taliban, but a report from the Special Inspector General for Afghanistan Reconstruction (SIGAR) showed that United States taxpayer dollars have indeed been deposited in the Taliban-controlled Afghan central bank.
